Malaysia: Boat ownership regulations:

I would like to buy or built a boat in Malaysia, live on it most of the time and explore the coastline and islands. Can I do that ? In Philippines, as a foreigner, I cannot sail a boat bought here if I don't hire a captain and a mechanic. I understand the logic of creating jobs but so much for the intimacy.

Vietnam: Sailing permit required ?:

I would like to sail the coast of Vietnam and was wondering if anybody knows if a permit is required and, if so, is it hard to get ? I read that the government was issuing daily permit to sail the Halong Bay. Is this an exception ? Can we island hopp in Vietnam ? Thanks
