Israel: Affordable housing/Communities:

I'm planning on becoming a citizen under the Law of Return & I'm exploring the housing market as a buyer. From what I've unearthed so far, it seems pricey in many cities. My budget is $180K (USD), which I know isn't much in this market. I prefer to live/buy in the surrounding areas of Tel Aviv but this doesn't seem realistic budget wise. Are there any desirable cities/communities that have more affordable housing? Based on my budget, a 2 bedroom apt. seems more in-line. Would enjoy hearing your opinions on this.
