United Kingdom: UK spouse visa for Filipino wife:

I am a British citizen planning to move to Ireland so that I can get my wife there with me as a EEA spouse and then eventually we can move back to the UK through Surinder Singh way. My wife was born in the Philippines so she has a Filipino passport. We have been living together in Manila for several years and I would like to return to the UK. It has been too difficult trying to find a job in the UK and time it with visa applications and all that is necessary to do. We have recently found out that I don't meet the income threshold requirement. Can I apply for her to have an EEA family visa under Surinder Singh route? The EEA family visa form is very confusing. Please guide me so that I know what I need to be doing while I am in Ireland to fulfil the requirements of this particular arrangement. Some sources suggest that I should be employed in Ireland for at least six months: http://www.ukmarriagevisa.com/eea-family-permit We seem to meet all other criteria. We both signed a lease for our first house together in November 2013. We have evidence of us travelling overseas together and a joint bank account through local bank.
