Colombia: Citibank Withdrawals:
I haven't had to use an ATM in a while but my best luck was always with Charles Schwab Bank card at a Citi ATM. Before the exchange was so high I could get the equivalent of $1000 USD per withal. Since it seemed it was limited to around 1.500.000 COP. You have to use the "other amount" option and select a higher amount as mentioned above.
Peru: Vegetables:
There have been US studies of vegetables grown in wastewater sludge. It was reported that it was generally safe to eat vegetables that grew above the sludge and not in the sludge. Like corn and tomatoes would be ok but carrots and potatoes shouldn't be consumed. Of course this was 20 years ago that I had read this. Who knows what further study may have proven.
Colombia: Best Way to Do Bank Accounts, Money Exchange Rates, Etc:
Its too late now if your leaving in a few days but for next trip get a bank that has free currency exchange fees and reimburses ATM fees. Over months it can save a lot. Charles Schwab, Fidelity to name a couple. I would not carry both cards on me at the same time. I don't use a wallet in Colombia. Just a money clip. Big bills in one pocket and small in another. Then when you pull out cash to pay for something your not flashing big bills to everyone. Use ATMs with security if possible. Citi ATMs will give you more than the normal 300K to 600K at a time. It used to be up to 1K USD equivalent per transaction, but the last I knew they lowered that limit. Wouldn't hurt to have some US$ for an emergency but I wouldn't carry it with me. Only take what you need with you each day money wise.

She isn't flying Spirit, that's for sure. The thing is, what can she possibly do in Medellin? Walk the streets looking for him? Where could someone even start? Shouldn't the GF and friends have already done the normal stuff like notifying the police? Sitting in a hotel room waiting for news isn't going to in any way help. And is she doesn't have money for a ticket and he was kidnapped it sounds like it will be slim pickings for the kidnapers.
Colombia: Bogota mess?:
I lived 1.5 hr outside Bogotá for 2 years with regular excursions into Bogota. If it wasn't for the traffic it wouldn't be half bad. I like the Usaquen area north to Chia. Climate it to my liking. Colombians are not great about throwing trash out. If there eating a candy bar they don't think twice about just tossing the wrapper on the ground. There is lots of graffiti and trash around. If you don't need a car and can walk to most things you need, with an occasional bus or taxi its not bad. I would want to have things I needed to do within walking distance. Chia is getting quite congested during rush hours and the autopista in the morning and mid afternoon to evening is horrific. We just sold our place outside Bogota and will be trying Bogota for probably a year to see how we like it. I will also want to be near a decent size park for jogging. The city on a whole isn't great but there are some nice areas where I think someone would enjoy living. I have owned a car since I was 16 yrs old and never thought I could live without one. We sold it and I would not own one in Bogota.
Colombia: Best way to make lots of phone calls from Colombia to the U.S.?:
Vonage is defiantly a premium quality. Its very clear but more like a monthly phone bill from the states if you have the international plan. I think it was around $40 with tax. If your only calling to the US you could get away with the cheaper plan. Because I only used it a couple times a month I found it wasn't worth it for me when I moved out of the US.. Magic jack has been good for me. The quality seems to mostly depend on the speed of your internet connection. The faster the internet the better the quality of the call. And like was mentioned above, $100 for 5 years is a great deal. I'm only using it to occasionally talk to family so if the connection gets bad I just call them back later in the evening.
