The way i sensed it, you have a little knowledge on the property you said you inherited and unless you provide your readers with a more specific details on the property you'll never get a comprehensive reply from people with more experience on cases such as yours.
It's probably not a good idea to entrust the business to others as this type would really require hands-on from the owner. I don't know any company here in Manila that does what you require to run your business. If there is, i'm sure you'll never get a 100% return of your investment.
Renting it to reliable franchise maybe a good option, but like you said you barely have knowledge on the property. It's hard to tell if it meets the requirement of those companies.
As to the squatters? that's your biggest challenge. Our laws here in the Philippines seems to favor them and you might spend so much money relocating them (as part of the process) than what you'll get as to the value of your property.

I don't understand why would you go to Manila just to work for a call center company when people from Manila would die just to be able to find work in Canada.
The reason why these call center firms are now in Manila is the cheap labor cost. Now if you want to work for half the salary of what you earn in Canada for the same job, I'm sure a lot of call center companies would love to have you work for them. your Canadian accent is what they're lookin' for.

Costa Rica: Street Crimes in Costa Rica:
Costa Rica seems to be a nice place but I've heard it's not that safe to roam around in some of the tourist spots in CR. I've read news about the security being tightened and the CR's government has vowed to do something about its street crimes however highway robbery are still happening in some parts of Costa Rica victimizing unsuspecting tourists.
Philippines: How do I legally work in Mnaila:
From what I know you'll need a working visa to be able to work here. There must be some kind of contract from your employer which you'll have to present to the embassy when you get one. Normally, it's the employers responsibility to assist you in securing that kind of visa.

I'm planning to retire in Costa Rica next year and plans to buy a small beach house for myself but i'm a little bit apprehensive because a friend of mine who bought a piece of land in Jaco 5 years ago is now having a headache on squatter problems. Camotes island is still considered as a 5th class municipality, meaning it's economic progress is relatively slow. However, if you want to engage in business make sure that it is something that is not found in the island. The local government is relying in tourism as one of it's major income generators. Many travel agencies book tourists to this island because of its beautiful and pristine beaches and friendly people. It's peaceful and suitable for retirees like you. Cebu is just a boat ride away. You can always go there incase you miss the civilization.
Kiribati: Hawaii or Kiribati?:
Hawaii is a frequently visited vacation site since it's a well known tourist's destination. There are only few sites that you can go to where nobody is going to disturb your quiet time with your husband. Kiribati, on the other hand, is the opposite of Hawaii. Less people, less disturbance and many low budget vacation sites.
