Morocco: VoIP Calling:

Hi, as access to VoIP services such as Skype and Whatsapp have been blocked in Morocco, can someone advise me if using a VPN app to access VoIP services is legal in Morocco? My fiancé who lives in Casablanca has heard it is illegal but I struggling to find any solid proof of this. As we have been using a VPN to Skype we don't want to get into trouble with the authorities and would stop doing this if the situation was clarified. Any information would be appreciated.
