Licences and permits for foreigners
As of 1 January 2017, the police will no longer process applications relating to permits for foreigners. Duties currently processed by the police – residence permits, registration of EU citizens, applications for their family members' residence cards, aliens' passports, refugee travel documents and nationality matters – will be handled by 1 January 2017 by the Finnish Immigration Service.

EU/EEA countries and Switzerland
You can move to Finland from another EU/EEA country or from Switzerland for up to 3 months to look for work if you have a U2 form from your country of origin. While looking for work, you are covered by the social security system of the country in which you have most recently worked. You cannot simultaneously be covered by the Finnish social security system.
If you find work in Finland, your social security coverage is determined according to the rules that apply to workers. If you do not find work but decide to stay in Finland, your coverage is determined by reference to whether you are considered to have moved to Finland temporarily or permanently.
Job seekers with a European Health Insurance Card and a U2 form issued by another EU/EEA country or Switzerland are entitled to medical treatment in Finland.
