Jordan: 9 seat car restrictions ?:

I need to rent a 9 seater van in Joradn next month but I found via web only 8 seat cars offers. I knos that there is actually in most of rented van 9 seats including driver so I asked two different rental companies why it is offered only as a 8 seat car. I got two different answers, one was that the middle seat in the from row next to driver is small so adult person can not fit, other answer in other agency was that there is a law restriction and if police will find 9 persons in the car we will get a fine. So my question is if there is really some kind of police or law restriction to fill 9 seat car with 9 passengers or not. I think this question is primarily for Jordanians as they probably can get the right answer more easily. Shukran in advance my friends. Peter
