Panama: Corporation:
You do NOT need to buy a house for the friendly nations visa. You only need to show ties to Panama for both the visa and to open a bank account. However a rental contract or even utility bills will suffice for that. Also, you directors do not need to be in Panama. All my directors are non-resident only one has ever physically been to Panama. My lawyer did all the paperwork for the coprporation electronically with scanned documents before I even arrived in Panama. If your lawyer can't do similiar you need to shop around for a new one.

The pensionado visa allows you to bring in goods duty free but the friendly nations visa does not, or at least didn't four years ago...

In terms of rentals you can find something in your budget in every cornrer of the country. If you are in the expat areas PC, Boquete, Coronado, Pedasi your cost will be a lot higher.
I added some links to popular sites to find rentals. A few caveats is these sites will list approx. 20% of what is available. The won't be the best bargain available, many of them are represented by realtors and property managment companies so you can also collect some contacts from them. They will mostly be Panamanian style houses ie no hot water, ao A/C, also you will most likely be in an area where you can count the English speakers on one hand.. More rural equal practice your Spanish LOL. In terms of heading to the beach, with few exceptions (Panama City, Volcan, Boquete, ...) you are usually within a 15 minute drive to the beach.

Panama: Hotel near Immigration Office:
I would suggest you consider looking for a hotel close to your lawyers office rather than to the immigration office. You will be spending much more time with them. Plus when it was time to file the papers mine drove me to the immigration office so being close their should not really be a consideration..

Before hiring long term workers, if you ask them for a copy of their cedula, you can take that to your local National Police office and ask them to run a background check. It will turn up if they have any past convictions. Certainly not foolproof but a start.
Panama: Advice on San Carlos:

My first year in Panama I lived just out of San Carlos. Internet as long as you are in an urban area you can get good high speed internet from Cabla Onda, Claro or Cable and Wireless. It will be a lot more reliable than the electricity. I am currently working remotely for a US multinational so you won't have any issue in that regard.
For shopping for products from home. Riba Smith in Coronado.
Cell phone you can use your US phone with a local sim but will need to get the phone unlocked before you leave.
Ordering from Amazon is super easy. Have everything shipped to the Mailboxes Etc in Coronado and it will be pain free (more or less)
