Italy: Dual Citizenship Completed:

Moving to Spoleto July 3, 2016 on our Elective Residency Visas. Will apply for residency shortly thereafter. We have paperwork (all required vital records, transcribed and Apostilized) for my husband to apply for dual citizenship juris sanguis. Can he apply in Spoleto and do we need an attorney to walk us through the application appointments? Can he apply for dual citizenship and then residency pending citizenship? Any advice would be greatly appreciated. Thanks
