Colombia: Can you drink the water in Colombia:
Not to start another s**t storm but the water in both Medellin and Bogota is safe to drink. Anywhere else probably not.
I have never smelled odors or seen rust coming out of my faucet here in Medellin.

I am not one for numbers but in the last two months I have only seen two Gringos and that was today when I went to Santa Fe mall in Poblado. I would very surprised if there were "thousands" living here full time. I would agree your chances of "spotting" a Gringo are better in Poblado and especially in Zona Rosa but most there are probably tourists.
I can tell you all the gyms I have gone to here I am an oddity. Also outside of Poblado and LA 70 the places I go to on the weekends I have not met any Gringos.
Visitando probably has it correct or close to it.
Anyway in my opinion basing a place to live on occasionally running into a Gringo is wayyyy down on the list. Comparing crime rates would be near the top. Also there are many places to live in Medellin where you are the only Gringo "on the block".
I think research on and time spent in both cities would be a good suggestion for you.

Colombia: Run in with Taxi Driver:
One of the first things I noted in Medellin were the taxi drivers get lost a lot. Sometimes when I complained they would reduce the fare sometimes not. In the end its not worth the couple of extra dollars and hassle.
So now I use Tappsi. It works kind of like Uber. I have the app on my phone and i input my location and destination. Of course the driver has GPS on his app so no problem what the route is. Its actually very safe and secure, much better than using a taxi off the street.
Download the app and give it a try I think you will like ti.
Saves me a ton of heartache.
Colombia: Retirement in Colombia: the decision-making process:
First decide if you want to leave your home country.
Do the research and try to find out if another country is cost effective for you.
There are many sites on the internet to do your research but take all with a grain of salt.
Go visit and spend time in the places you are considering. Maybe a week or two in each to get "the feel" for the country and/or city.
When you narrow it down a bit then short term rentals like Air Bnb stay a month or two and see if you like it. A little more expensive to start with but in the long run save you some headaches.
When you decide what country/city/barrio you want to live in then search for a more permanent place.
Store your furniture, car and whatever until you have spent a year or so and are very certain you will permanently locate there. Then you will have an idea what to ship to your new home and sell the rest.
As for your political reasons for leaving that is a decision you have to make and live with. Personally I usually wait and see what happens before I make a decision. In the end its your decision.
The advice I gave you is what I have used for the last 10 years after I left Alaska for parts unknown. It has always worked for me.

Colombia: Rain:
Yes it does rain in Medellin and sometimes a lot. Sometimes very heavy. On average I think 4 out of seven days a thunderstorm for an hour or two in the afternoon or evening. Wednesday a strong thunderstorm and really heavy rain for an hour or so. Today rain around 11 until about 3 sometimes heavy.
I always carry my portable umbrella and it comes in handy.
One good thing about the rain is it freshens the air up quite a bit.
