You manage you money well chance2014 to be supporting a family of 4 on $1,000 per month. $4,000 per month is a LOT more than needed, about 184,000 pesos at today's foreign currency exchange rate.
Philippines: Cost of Living in the Philippines:
I'm sure this has probably been discussed before, but the cost of living changes here pretty rapidly. I'm curious to know what single guys are spending to live here, and what guys with wives or girlfriends with two kids are spending per month to live here.
Philippines: Education in the Philippines:
A friend of mine owns a hospital in the US and he employs several Philippine trained M.D.'s, as nursing assistants, because they cannot even pass State Nursing Board exams. What has your experience been with respect to education in the Philippines? Which is better, private or public schools? And what about teaching morals and ethics? The schools think this is being taught at home, the parents think it is being taught at school, and some think it is being taught in church, so everybody thinks somebody else is doing it, so nobody is doing it.
Philippines: Doing Business in the Philippines:
Owning a business in the Philippines can be very dangerous. I know, been there, done that. On the other hand, I know a Chinese family who own a chain of grocery stores, and their smallest one nets 1 million pesos per DAY.

Bohol can be very boring. The other two would be better options in my opinion.

Philippines: Subic Bay contractors:
As the others said, get a personal recommendation from somebody you trust, or at least from another expat. Getting poor quality work for too high of a price is one thing, having your house cased for a burglary later is quite another. I don't know how long you have been here, but it's not like other parts of the World. A simple thing like hiring a maid or babysitter care trigger a series of events like guys coming to rob you, and if you are there it will probably be at knifepoint if they don't have guns. Just be careful and take necessary precautions.

Philippines: Home Entertainment:
By entertainment I mean of the audio/visual type ;-) As an example, I have an ACE TV and a Samsung 5.1 Home Theatre System. The HTS tests fine on all speakers, but says ARC not supported when trying to get 5.1 sound with TV broadcast signals. The problem is that I think it can be wired with the RCA jacks instead of the HDMI cable, but the cable company set top box is using all of the RCA jack ports. Any suggestions? Thanks in advance.

Newbies have a LOT to worry about here. To imply that the Philippines is a safe place is disingenuous at best. Don't bother bringing up 49 dead in Florida, more than that are murdered here EVERY DAY!
