Portugal: Buying property:

I've researched but haven't found a conclusive answer so here goes...i'll be visiting Portugal next spring for three weeks for vacation and to see if my wife and I would like to retire there (12 years away). My question is, can you obtain your tax # and buy property that you don't occupy year-round? Also, can you apply for residency if you only stay in Portugal for 2-4 weeks per year?
