Taiwan: Taipei/Taichung?Tainan:

Hi guys I'm moving to Taiwan next month. Having trouble deciding where to move to. Can I get some advice. Big factors for me are. 1.Expat community( I'd like to have a good size expat community) 2.Weather ( I know Taipei weather is rainy, but does it affect you that much?) 3. Nightlife (as in bars, not really clubs) I like live music. 4.Cafe culture.( Coffee culture is big in Seoul where I use to live. I loved chilling in cafes) 5.Nature ( Mountains, not too far from the beach ect.) Can i get some advice.
