Older places usually have 2 conductor wiring - no ground wire, so only with 3 conductor wiring will it be useful to have a surge protector.

This is all wrong and not true.
You need to have about $1,200 or so USD deposits for 6 to 12 months each in separate accounts to apply for Residente Temporal depending on which Mexican Consulate you apply at.
f you qualify the consulate attaches a 6 month preappoved visa in your Passport. Then you have 6 months to enter Mexico. When you enter you show the vías in your Passport and get your passport stamped in. At that time you get a FMM card with the 30 day "canje" portion filled out. You take your passport and 30 day FMM card to the local immigration office [ INM ] in Mexico. They tell you what to bring back to start the process to get your Residente Temporal card from their office.
It should take about a month to get.
Mexico: Cost of Electricity in Mexico:
The 3 tiered tariff you mentioned is heavily subsidized as noted on your electric bill. The rates you paid will be a fraction of the actual bill. Look at the Government paided part of the bill for the subsidized part. It will reflect what your 12 month subsidized tariff will be. In Chapala it is 3000 KWHs per 12 month period. Those that go over that consumption go into the 4th tariff rate called the DAC tariff. This is after you comsume your subsidized 3000 KWHs and is the tariff rate that will cause your bill to skyrocket. No Government portion is paid and your tarrif rate is about non subsidized 4.oo pesos per KWH. 500 KWHs = $2,000 pesos for 2 months for example in the DAC tarrif rate. 1000 KWHs = $4,000 pesos. etc.
It depends on what your 12 month comsumpton averages out to be. 500 KWHs per 2 months is the máximum you can consume without going into the DAC tariff rate. After that you pay much more. It has nothing to do with the 3 tiered subsidized tariff rate you described.

The law states all legal residents can join the Seguro Popuar. Not only Residente Permanentes. Report them if they will not let Residente Temporales join.
Mexico: Permenant Residence Visa for Mexico:
It is the rule of the Mexican Consulates and Embassies under the "Vinculo Familiar" law. If a family bond between a Mexican Citizen or a foreign Residente Permanente apply under this family bond law at a consulate or embassy they will not process the applicant for a Residente Permanente preapproved 6 month visa only a Residente Temporal preapproved 6 month visa.
It is only for applicants that apply under the "Vinculo Familiar" law, not those applying for Residente Temporal or Residente Permanente on financial solvency.
That means you will be able to get a RP visa there but limited to finanacial solvency. Any person can apply for Residente Permanente after 2 years of being a Residente Temporal under the Vinculo Familiar" law.
Read the rule under the context it was written, not out of context.
This rule also applies to those in that catagory applying inside Mexico as well at a local INM office.

Rental leases in Mexico cannot legally exceed 2 years. They also have to be in written Spanish and notarized. Leases in English will not hold up in case of legal action.
