Belize: Will i be able to get permanent residency?:

I want to move to Belize in the next year or so and i'm wondering if i will be able to get permanent residency. I'm over 45 but wont have income of over $2000 a month, so that rules out the QRP visa. I will have enough money to buy a place to live (Budget of about $100,000) and i will have enough money from a annuity to support myself without working (About $1000 per month income from this). So, am i likely to be allowed to stay in Belize as a permanent resident? Thanks
