United States: Cooler weather close to the beach in Philippines:

I am moving to the Philippines to retire. I am looking for a place relativity close to a beach, (20 min or less) but is cooler than living right on the beach. Used to live in Kauai and the cool trade winds were blowing all the time. In the 15 years we were there we never needed an AC. I am trying to duplicate that but without the cost of Hawaii. Any suggestions? Seems like Tagaytay has a lot of the weather and infrastructure we are looking for but it is an hour to the beach.
