Russia: Moving to St. Pete summer of 2008:

I was wondering if anyone could give some advice as where to start to plan for a move to St. Petersburg. I've visited there a few times and me and my family are planning to move over there next summer. We have some friends over there but I really don't know where to begin to make this happen. What should be my first step? and then so on and so on. Any advice would be greatly appreciated. Thank you very much!!
