This forum will be most useful if you do some basic research first and come back with specific questions. You would need serious savings to come here with a family since you can't work so I would start there.

It really isn't much of a tax...although it may make people considering buying a property with an inactive company reconsider their options.
I'm glad its back. I remember someone threatening to quit if it wasn't brought back because it funds the police department. Clearly he won his case and we all know that the police officers need more funding.

I would email the hotel I was staying at and ask them what works best in the area. If they say Claro and Kolbi work in the area, I would go with Claro.

This is such a specific question. You should consider posting this in the main expat group on facebook because there are hundreds of members there.
Costa Rica: expats leaving CR:
So many reasons.....
1) Homesickness (affects all expats in every country)
2) Vacationers who turned into expats too quickly (ie didn't really understand their part of CR)
3) Too expensive
4) Too much crime
5) Too hot
6) Too rainy
For every reason to stay there is a reason to go. Everything 1 person loves about a place = something another person hates. It's just the way it is.
Costa Rica: 90 day border jumpers:
As a tourist you can own property and vehicles. Many border-jumpers just pay for their medical needs out of pocket. A tourist cannot have a Costa Rican driver's license, but the license from your home country should work.

100% it depends on where you are and how much you want to pay.

Join the local facebook groups and post / read messages there.
Costa Rica: Arriving with 8-10 suit cases:
Bring receipts for the new items that will help. I've been told by them that they can hold your things at the airport to determine what tax is owed, but I've never seen that happen.
Costa Rica: Visit to Playa Junquillal:
Just a quick piece of advice: please remember not to leave anything in your car ever. Especially in that area. The beaches are more remote & gorgeous, but normally do not have someone watching the cars.
You will be close to Playa Negra and Playa Avellanas so check out those towns on Tripadvisor as well.
