Where are consulates located in Ecuador; just Quito?

Ecuador: Bellanita Beach:

I've been reading that some Ecuadoran beaches are deserted because sewage drains right out to the ocean, and obviously destroys the beach experience. Is this true of Bellanita? We are considering our retirement in Ecuador and are looking there for property.
