Lithuania: VISA - OVER 90 DAY VISIT:

Hello, In 2017 I plan to visit Lithuania and use it as my home base (apartment, car) for at least 9-12 months as I travel through Lithuania and surrounding countries. I am retired. Has anyone have any experience or knowledge of getting a Visa for this situation? I've read the guidelines about medical insurance, monetary confirmation, etc., but the process is a bit confusing as to where to actually go, when to go there, and is it possible to arrive without Visa, and pursue it upon being in country?
