Bulgaria: Communal Repair Costs:

Hello, I was wondering if anyone had any comments. We have an apartment in Sofia and it has become evident that the Roof has had it and needs replacing (to the entire building not just our apartment). There is going to be a communal meeting to see about repairs. The question is what happens if the communal meeting decides that the roof is the responsibility of the people on the top floor only? I expect getting people who live on the ground floor (it's a six floor building) to part with cash may be a challenge. cheers.
