YES! absolutely! the most important part is the"no car". because cars are expensive and gasoline is among the highest priced in the world. but you have avoided all that. somehow, taxis are cheap. groceries are cheap. food is cheap. restauraunts are cheap. wine is cheap. beer is a little high. apartments are cheap.....but be sure you understand about the "gastos communes" (common costs)....because they can get expensive. houses are also available, and relatively cheap. safety is not an issue as long as you make an effort to blend in, and are not a loudmouth tourist. all-in-all, although my personal choice would not be to live in the city, it is a great place to live.
