If I may say so that is an especially strange question as there is no such thing here as an expat community.
For sure your best chance of meeting with English people - if that is the requirement, is going to be in England; where there is a high proportion of them.
Let's for a moment use the word immigrant instead of expat shall we? There are immigrants here from most international countries -myself included. I am delighted to say that my observation is that they don't form into ghetto communities (adjacent to Pousadas or otherwise) they just integrate and form a mixed international community.
You will need to speak some Portuguese to really enjoy the place and its culture, its gastronomy, its history and its people properly but your apparent expectation of Portugal being England with sunshine is not sitting happily at least with me,

It is the case that cars are more expensive in Portugal - due largely to higher taxation. You will have to pay this to bring the car in. Safe to assume there are no financial savings to be made the only reason to do it would be if it is a classic car with appreciating value. Otherwise just sell it where it is now
Portugal: LONG TERM RENTAL:
The best longer term rental properties are usually snapped up within 24hrs of their availability being announced. Word of mouth travels fast ! Sad to say that the chances of anyone responding to an email or holding on to a property while you decide to come over to view are close to zero.
