Common sense and a little street smarts goes a long way. Stick to touristy areas and you should be fine. Places like Miraflores, Barranco and San Isidro is the kind of vibe you are looking for.

Yes it's really easy to become a resident in Peru, but not really a breeze if you're new and like to get things done fast. You will have to do a lot of leg work. For me, it was no hassle since i considered the run around an adventure. Go at it with a positive outlook is what i would advise. So yeah, easy but a little time consuming. You could hire a lawyer, there is always that path to simplify things for you.
