Costa Rica: where to begin?:

We are thinking of relocating to Costa Rica. We would like to visit for a week or so (2 or 3 times) and see some of the areas/sights. What would be a reasonable amount monthly for all expenses? Where can one find reasonable housing prices? Can expats work in CR? If so, are there any jobs that are in abundance? Would we need a vehicle? would a scooter work? Are pets welcomed? Any info from those who have good advice is appreciated!!
