Mexico: Bringing a cat on the plane from NY to PVT:

Hi! I'm moving to Puerto Vallarta at the end of April and bringing my cat with me. I initially thought of bringing her in the plane cabin with me, but I see there are some options of pet shipping. Has anyone used any of those services or compared the options? Also, it seems like I will need to get her an International Certificate of Health. I checked in New York and it seems like vets charge about $250, just to fill out the form (no vaccinations included). Does anyone know of cheaper options? Or even if the official form is really mandatory? Thanks! Vanusa
