If you read closely, he actually did perform a decent job of attempting to answer your question. He brought up the fact that there are mining concerns in the area and that a strong regulatory framework or ethos doesn't really exist in Peru. After all, I would imagine that he should know since he lives there. In addition, logic would dictate that it doesn't help the situation that the lake straddles two nations, thus further complicating the control of pollutants. This happens quite frequently on the Canadian and Mexican border regions in the US.

Couple that with the stifling heat and humidity and one quickly comes to the conclusion that the Meseta Central is a far more attractive option where there are still some nice areas away from San Jose.
