In my experience, unless you are already in some health crisis with pre-existing conditions, it would be a waste of money to spend 17K on basic health insurance in the PI. Dealing with the bureaucracy would likely be a total nightmare.

I was skillfully pickpocketed while climbing onto the MRT in Manila. The pushing and shoving onto the train is a perfect environment for pick pockets.
