In most banks in Asuncion, you will find English speaking people. You can open an account with your passport and residence ID. If you are a US citizen, they will ask you to fill out an additional form providing your SSN for US reporting purposes. There are certain saving accounts that do not require a lot of paperwork, If you are looking for German speaking banks, then Banco Regional might be one to try since they are owned by German Mennonites. It is a good bank.
