Russia: Starting a business in Russia:

I am writing to you in the hope of finding out some information regarding moving to Russia and starting a business based in St. Petersburg. I have so far been attempting to contact to Russian Consulate here in Australia but they dont seem to like to answer their phones or reply to emails, Ive been told this is not uncommon. The information I require is largely visa related so far. 1/ What are the requirements for gaining a residency or similar visa to live/work and own a business in Russia. 2/ What are the requirements for a foreigner to start/own a business 3/ The requirements for owning or renting property  both commercial and private If possible, I am also trying to find any information on gaining market and legal information for various industries. Legal firms, marketing researchers etc. So far the Russian consulate web site has provided no information regarding this and as Ive said the consulate itself doesnt want to talk to the public. Any assistance you may be able to provide would be greatly appreciated. Thank you in advance Rick B
