what should be the minimum income of the family in australia to make them live? are the schools & universities free? insurance?

we are planning to move to australia by mid of next year. My husband works in Darwin NT. Since my son is graduating on his secondary school here in the phillipines, and plans to continue his college degree in australia. Maybe u can refer to us any universities that are nearby the area.
