Uruguay: Questions about Artigas Area:

My wife and I are considering retiring to South America in a few years and from what I have read Uruguay seems like a good country to consider. I am a bit of a Rockhound and Lapidary enthusiast and when we make our first scouting visit to Urugauy I would like to visit the Amethyst and Gem producing areas of Artigas in the Northern part of the country. Can anyone on this site give us an idea what this area is like to visit or possibly even live in? Also are there any other good mineral or gem producing areas in Uruguay? Thank you!
