it is amazing for me to read that in almost all the topics foreign people ask for the cheapest city, the cheapest place, the cheapest food, the cheapest housing.... and yet, want to be in a city... peru, as any country has the urban places and the rurl ones. I think that rural is the best you can get.

I would recommend you to explore the Andes cities such as Huraz for example. If you prefer to be very close to the capital, Lima, Chincha or Ica can be an otion.
