Netherlands: Best place to live for young family with 3yr old:

What is the best place for us to live with a 3yr old girl and small very stupid dog. My wifes sister lives in haarlem and its very nice but we did run into a few people who didn't or refused to speak english. Amsterdam was very nice too but i was concerned with some of the people who run around crazy at night. Any advice? My wife is an EU citizen and i'm from the US is it better to go through all the residence paper work with her as an EU citizen or myself? Also housing what is with the housing system ou there is there a national listing service to search for properties to buy or rent?
