You must apply for a Long stay D/VF Family Reintegration visa. After you receive the visa you can then travel to Romania and obtain a Permis de Sedere (Residence Permit) allowing you to stay 1 year, which is renewable up to 5 years. Romaniac

Filing taxes has no impact on citizenship. I have no taxable income and haven't had to file in 5 years, and i am still a us citizen. You cannot lose citizenship unless you go to the embassy and renounce it.

Romania: Long Term Stay Visa Requirements:

Once you're married, you do not need a work permit if you're wife is Romanian. You will get a 5 year residency permit and that is good for working also.

Well, you need money. How do you intend to support yourself? To live here you'll need a residency permit or long term visa which you'll have to justify to immigration police. You'll also need a TON of patience...

Romania: Relocation Issues:

Your income is probably enough to get by if you plan carefully, however your criminal record is something you cannot run from, even in Romania. I seriously doubt you would be approved for a residency permit, as they do conduct a background check in cooperation with US authorities.

Depends on your lifestyle/habits, but I'd say that 2000 euro is plenty to live off.
