Filing taxes has no impact on citizenship. I have no taxable income and haven't had to file in 5 years, and i am still a us citizen. You cannot lose citizenship unless you go to the embassy and renounce it.

Your income is probably enough to get by if you plan carefully, however your criminal record is something you cannot run from, even in Romania. I seriously doubt you would be approved for a residency permit, as they do conduct a background check in cooperation with US authorities.
