Ecuador: route planning advice please!:
The Devil´s Nose train runs twice a day, everyday except Monday from Alausi´. Alausi´ is a charming town with decent hotels.
Ecuador: Are There New Permanent Residency Requirements?:
I believe that you are confusing apples and oranges. The rules for RESIDENCY are these: you may be out of the country no more than 90 days in your first two years. After 2 years you may come and go as you wish unless one of your trips is more than 18 months.
The rules for CITIZENSHIP (passport) are more strict. You must have been a resident for 3 years and have not been out of the country for more than a total of 90 days in those 3 years.
Ecuador: Moving to Banos:
Banos is a great choice. It has more curb cuts than Cuenca, and the sidewalks are excellent. Banos is compact and very walkable. No hills, and many restaurants.
A big hospital is an hour away in Ambato.
Ecuador: Cuenca airport:
You should have no problem flying between Quito and Cuenca with your dog and luggage. If you use Tame airlines (which has the most flights), you will have to pay extra if your combined bags are overweight.
Ecuador: cash during 2 week visit:
Just bring a debit card (or two). ATM's are everywhere.
Ecuador: importing cars:
Buy a new car in Ecuador from a dealer with a large stock of repair parts and an established service center. Choose a popular model with a track record.
Ecuador: VISAS 1 More Time:
The round trip ticket issue is apparently enforced by the airlines. I assume that they stand to lose their landing rights in Ecuador if they allow folks to enter without a return ticket.
Once, when I was on the return portion of an open jaw trip (GYE SEA drive MSP GYE) from Ecuador to the States, the Delta agent in Minneapolis saw that I did not have a return to the States on this itinerary. She refused to issue my boarding pass until I showed her my cedula as proof of residency.
I have never had an Ecuadoran official ask to see my return ticket.
Some friends of ours bought tickets from the States to Ecuador and on to Colombia. The Colombia leg was inexpensive, so the cost of being a "no show" is just another minor part of the residency application process.

Ecuador: New Liquor Law:
The Ecuadoran government has decreed that liquor may not be sold on Sundays, starting June 20, 2010. This applies to bars, restaurants, liquor stores, markets, etc. - all liquor sales are prohibited. Bars will also be subject to closing hours; midnight Monday through Thursday, 2 AM on Friday and Saturday.
The stated goal is to reduce violent crime associated with alcohol use. This decree was issued without public discussion, and, of course, bar and night club owners are angry that they will loose a large percentage of their business.

At 8 AM, June 3, the temperature on my Cuenca patio is 58 degrees F.
In my experience, none of the on-line weather services (Weather Underground, etc.) have been accurate.
