You need to think about countries you are interested in living in, and then see whether your professional qualifications are on their "need list". Social services tend to be underfunded wherever they are, so countries where they can't recruit good people may jump at the chance to get someone qualified?
Russia: How safe is life in Russia for Expats with young children?:
We moved to Moscow in summer 2009 with our two primary school age children. We regularly use the metro and trolleybuses (even after midnight) with our children. The only thing the children complain about is when they queue for things and people push in front of them (children are pretty cosseted here). Even smart restaurants are kid-friendly. We live in a soviet block (as opposed to expat / secure compoud) and the children run down to the local playground.
We keep pinching ourselves to see if we're dreaming. Of course you get a bit lonely, fed up with aggressive traffic and a service culture that still thinks that customers need what they have, so they don't care if you buy things or not (and would rather you didn't bother them).
A fabulous experience for adults and magical for the children!
