France: Long-Term Visa Dilemma:

I need a formal invitation letter from someone living in Paris so I can apply for my long-term visa. Without an address in Paris (where I want to settle), I cannot apply for the French long-term visa (now called "Titre de Sejour" -- it acts as a Resident ID). I'm also applying for a long-term visa (now called "Titre de Sejour") and the French Consulate website in Atlanta says it takes 2 to 3 months to obtain a long-term visa! How did you get your visa so quickly?
