Italy: Rental contract as permesso di soggiorno requirement:

If you have a visa it's not likely you will be turned down for the permesso. Visa requirement is more onerous.

Italy: Best Place to Live in Italy:

Maluza is right. Its not about standard of living, Its about what you find most desirable. You will not know that until you experience the various places. My open suggestion is not to commit to any one place until you find the place you like most. That entails some traveling and using short term leases. You have 3 months per tourist visa to get around. Or if you want to get your residency first, select a place that you may be drawn to, get your residency but remain free to move to other places to explore lifestyles. That means do not buy right away, or at all. Rentals are relatively inexpensive and give you more flexibility.

Italy: dual citizenship:

You also have a right to move to Italy, without a visa, and establish residency. You can get your citizenship after 2 years of residency. You will need to get your permesso di sogiorno [based on your waiting for citizenship] Once you have the permesso, you get residency. It is a definite advantage over all the other people that require a residency Visa. In my experience it is a much easier way to get your citizenship than waiting on the consulates. You still need to have all your documentation in order.

Unless you're an Italian citizen, it's not so easy.

Italy: Apostille:

All non shengen documents you may want to use need apostills , translation and legalization (certification of the translation). Birth, marriage and death certificates are most important. As far as your home buying, I'll let somebody else answer that.

Italy: Italy Tax Issues:

Keep in mind that paying taxes is based on residency. If you have residency in italy you pay taxes in italy. The permesso di soggiorno allows you to get residency, they are intimately entwined. You can not have one without the other. Italy does allow you to take extended vacations but not to switch back and forth to different residences. You need to decide where you want to live. Part of that decision is where do you want to pay taxes.

Italy: Marrying an Italian Citizen:

If you marry before you go you will not need a visa. You will still need to get a permesso di soggiorno however. You get it directly at the questura rather than going the post office route. The first thing you will need to do is to legalize your marriage certificate (apostle, translation) and then have it registered with the commune. Once that is done you need to apply for residency. Once you get residency the clock starts. After two years you go to the prefettura and get your citizenship. During this time I am not sure if you will be allowed to work. That's a question for the questura when you apply for the permesso. My suspicion is that you will not but I am not sure about that.

Italy: Medicare, Part B:

Without being political I think what is being said is that what has been taken for granted in the past may nolonger be reliable in the future. The government having moved towards the right in the USA could mean cuts in social security and madicare in the near future. Wether those changes will effect current recipients or just future ones is not yet clear.
