Peru: Arequipa cost of living:
Pereira is said to be 7% cheaper than Arequipa. In terms of crime the top three are Callao, Lima, Arequipa. I have only lived in Callao and Lima ( best areas of both) so due not think much about crime using the usual precautions.

If you want to avoid rain, stick to the coastal cities.

While in Lima, choose a hotel in Miraflores or San Isidro districts. Do not know anything about Cusco/MP, enjoy your trip.
Peru: Rum in Peru:
Including myself, there are only two expats that post on this site. I do not drink rum or beer, Maybe Pistachio does. They do have craft beer here in Lima and I have seen it in some of the Selva Alto towns as well. Expats will not pay for it and in Lima prefer Pilsen Callao. I used to spend lots of time drinking in Bars and never saw an expat drink rum. It is widely available in the grocery stores and seem to have many brands.
Peru: Property in Peru:
I have bought residencial property in Peru and it was very easy (much harder to sell). As Pistachio said check out the title in the registerios publicos as they do not have title insurance here.
