Saudi Arabia: Denied from one GCC country=Denied from all?:

I am a US citizen and I have been denied residence in Qatar(after being accepted for a job). They are vague as ever and don't offer an explanation, just return the passport. Probably the guy I saw didn't know himself. I have also been denied entry to Kuwait at the airport, even though I have come as a tourist many times before. If I were to now accept a job in KSA, does the inter-GCC cooperation mean I will probably be denied as well? Or is each country still different? From what I understand, one can be accepted for a job, but then whatever agency approves/denies can still turn one down afterwards, and the trip in vain. Thank you for your EDUCATED speculations.
