South Africa: Advice on Immigrating and Relocating to South Africa:

We are relocating from Dubai, however my girlfriend was not able to get the status of partner as we dont have a 'legal' document to prove (which is not possible in Dubai for the Islamic law). She is looking for a job in Joburg, what is better, that she enters the country and apply for Partner visa, or that she gets a job before and applies outside sa. How easy to change her partner visa for a working visa? if she gets a job can she start working with partner visa?
