Its all depends upon country to country. Some countries allow pets to go without quarantine while others made passport for animals separately after quarantining them.

My pick would be either Panama or Equador. The Equador is more scenic in nature than Panama. But you love water so Panama Has beautiful beaches.

As you know Norway is smaller then UK. Also UK is more developed than Norway. So i think Norway will suit you simply because of the fact that you have a steady job. Regarding tax laws i don't know much about them man.

If you want long stay visa then why don't you apply for work visa. This way you can get visa for at least a year. This is what happens in Australia.
