Mexico: Merida Rentals - Fee for legal contract???:
I lived in Merida for three years. Yes. The one month fee to have a Notario is common. I rented from owners. The Notario charged me one month's rent for the first contract. The second charged me less. I will look for his card and post his info.

Mexico: Spreading Mom's ashes:
I would not break my neck to spread ashes from the malecon. I tried that one in California with friends and the wind blew the ashes all over us. We ended up with ashes on our faces, our clothes, in our hair, everywhere. Consider what the wind might do wherever you decide to spread them.
Mexico: Trouble settling in Mexico:
There are lots of language schools in Mexico City. Have you tried any of those? Also, cambly.com is an online tutoring website that pays weekly through Paypal. It takes them a while to reply after you submit your application but they will reply and you can choose your own hours to work.

Mexico: Merida Medical facilities:
It is Yolisto.com. I became a member of Yolisto before I moved to Merida in 2012. I followed all of their advice and had a very smooth transition from U..S. to Merida.
They have world class medical in Merida. Cozumeldeb is right about the heat. Lots of expats in Merida and the beach areas very close to Merida.
The expats there are very active in the community. There is an English library, men's group and women's group. The English library has a bilingual group that meets weekly to practice language skills.
In addition to Yucatan Living, you might like Yucatan Today.

Mexico: Using prepaid Telcel phone chip in US - help, please e:
Just use it like you would use it here. I just came back from California. When I got there, my Telcel SIM automatically switched to T-Mobile and I could call anywhere in the U.S. but not outside the U.S. When I got back to Mexico, it automatically switched back to Telcel.
I didn't have to do anything but dial whatever area code I wanted to call and call whoever I wanted to talk to in the U.S. No problem.
I have Telcel Amigo. I also recharged my SIM online while I was there.
