Panama: Internet for iPad:
Not sure that my iPad solution will help as you say "first gen" iPad and I don't know if that is wifi only? If it is, my solution doesn't help.
If however you have an iPad that takes a sim card and uses a 3G service then you can use a Cable and Wireless sim card. It needs to be cut down from regular size sim to mini-sim and activated in a smart phone but once you get the steps they can do it for you. If you want the details, send me another note and I'll fill them in. It works beautifully for me as my house doesn't have regular internet service.
Panama: Cell phone:
Everyone has covered this pretty well - it is easy and cheap to use pay as you go cell phones here. If you have a 3G iPad you can also put a cell phone sim card in it and get full internet access for $14.95/month which is awesome! But off topic I guess, sorry for the digression, I'm still excited to get cheap temporary internet whenever I visit ;-)
