Ecuador: Importing guns:
Firearms or ammunition may NOT be owned or imported into Ecuador. The only exception is; if you are a farmer, you can own one shotgun and you must have a permit which are exceedingly difficult to obtain. If you have a job in law enforcement it may be possible. But unlike the US, Ecuador is not a gun owning country.

The Ordonez Lazo area is a good place to camp out while you decide to stay in Cuenca, there is a sizable Expat population in the area, bus transportation, shopping, restaurants etc.

A birth certificate has not been a requirement for residency visas or cedulas for over 3 years. You have have a BC to get a passport and that is all Ecuador requires.

As we say in the US, you are putting the cart before the horse. You need to spend time in Ecuador, first to see if it suits you, second, find a community where you would like to live. Then and only then worry about finding an apartment or house to rent.

Some bring all their personal belongings in boxes or suitcases, others ship everything in a container. If shipping by container is your choice, you need to contact a shipper like Allied Van Lines where you now live. They can handle the entire move. You must wait until you have a residence visa to ship a container or you will pay import duty or at least a substatial deposit; up to $10,000 that will be refunded once you have your residence visa.

Someone inquired recently about the location of bike shops in Cuenca, so I have been keeping my good eye peeled and this is what I know for sure.
There is a bike shop on Ave. Dias de Augusto one block east of Solano.
There are 3 bike shops on Remegio Crespo within 3 blocks west of Solano.
There is a bike shop on Ordonez Lazo just west of the traffic circle at Ave de Las Americas.
