Nicaragua: Squatter's Rights?:
Squatting is a problem all over Latin America (parts of Argentina and Uruguay and Chile excepted. I might add that ethics are a problem generally in Latin America. Be very careful; get a very good lawyer (this means one having serious recommendations).
Mexico: Looking for suggestions:
Some of your requirements are not possible for the same area. For instance, the coasts will only have bearable weather half the year. Late spring, summer and early fall are brutally hot and muggy. Coastal areas will not feature cultural activity or interesting university/academic activity, or historical colonial architecture for the most part (Campeche excepted). In general, culture in Mexico is found in the highlands. Mexico generally is kid friendly. Public transportation in general is quite good almost everywhere. Since your child has severe asthma, figure out whether he/she does better in dry or humid weather, and watch the elevation of your possible venues. Best weather in Mexico is probably at around 12-1500 meters in elevation: Chapala area might be a good choice, but it's mostly retirees. Best medical care (world class) in Mexico is in Guadalajara and is close-by. Chapala lacks historic architecture, but Guadalajara has plenty of it. I'd also recommend San Miguel Allende, but not sure if you could afford it or if the winters might be a little too nippy for your child. Guanajato, close-by would also be a possibility, but the steep hills would be tough on an asthmatic. Also a bit too high and cold in winter. Be sure and ask expats about the private schools in the area you are considering. Forget the public schools--really.

He lives there. You're right to avoid the coasts--the summers are brutal, and there is nothing artsy about them. They are cultural saharas. Chapala might be another good possibility. Several small towns around the lake. Great climate.
