Costa Rica: VISA:

I understand it is common practice for expats to come to CR for 90 days, then spend three days out of country (e.g. Panama), then returning to CRM for another 90 days, and so forth. Can one do this indefinitely? I'm told there is a $100/mo. fine if you don't leave after 90 days. Can one just pay this fine every 30 days indefinitely?
