Angola: agent for police certificate?:

Hello, I am an Irish citizen. I worked in N'dalatando in 1999. Now starting emigration to Canada, and the immigration authorities require police certs from every country I have lived in. Since I am not prepared to travel to Angola just for this, I am looking for an agent who can get a cert from the police in N'dalatando for me, equipped a limited power of attorney from me. Am prepared to pay a couple of hundred US$. Suggestions welcome,,,
